1.Detailed description of the order

The subject of the request is technical support services for the Canteen Platform during the period January-December 2018.
Detailed information regarding the scope of areas will be presented after signing the NDA agreement (Maintaining Confidential Information).

2.Responses to this request should include:

• Proposal of SLA terms
• Proposed procedures and process documents
• List of project team members with their resumes
• References in similar projects (canteen system)
• Valuation of work performance in net amounts and payment schedule

3. Contractors who have the right to participate in the proceeding are those who:

• have the right to perform a specific activity or task, if the law imposes the obligation to have such authorizations,
  
• possess the necessary knowledge and experience and have the technical potential and people
• capable of carrying out this order, especially in the last 5 years they have implemented at least one project for the construction, implementation, and maintenance of a canteen system in JEE technology,
  
• are in an economic and financial situation ensuring the proper execution of the order,
  
• are not excluded from the proceeding.

4. Reasons for rejecting the offer
The offer may be rejected if at least one of the following reasons is:

• it presents a grossly low price,
  
• its content does not correspond to the content of the request,
  
• it is submitted by a contractor excluded from participation in the proceeding,
  
• it is submitted after the deadline for submitting offers,
  
• it is invalid based on separate provisions.

5. Criteria for evaluation and description of how points are awarded
a. Price – 50% Number of points for the criterion = (lowest price among all offers / Contractor’s price) * 100 pts.
b. Competence related to JEE technology – 25%:

• 100 points for experience in implementing at least five system implementation projects using JEE technology
  
• 50 points for experience in implementing at least three system implementation projects using JEE technology
  
• 25 points for experience in implementing at least one system implementation project using JEE technology

c. Project Management Skills – 25%:

• 100 points for assigning a project manager with Prince 2 Practitioner or equivalent certification,
  
• 50 points for assigning a project manager with Prince 2 Foundation or equivalent certification,
  
• 0 points otherwise;

6. Deadline and form of submission of the offer

• The deadline for submitting the offer is December 29, 2017, at 5:00 PM.
